THE ISSUE

Canadians are locked out of opportunities others are already using.

TikTok is no longer just an entertainment platform. It has evolved into a powerful commerce, marketing, and monetization ecosystem.

TikTok Shop is available in markets including the United States, the United Kingdom, France, Italy, Germany, Spain, Mexico, Brazil, and several countries across Southeast Asia — allowing businesses to sell directly through the platform, affiliates to earn commissions by promoting products, and consumers to discover products through content.

In the U.S. alone, TikTok Shop has grown into a major social commerce channel, with more than 500,000 merchants reported by the end of 2023 and an estimated $15.8 billion in U.S. sales in 2025.

Yet Canada — a G7 nation and major global economy — remains locked out.

That means Canadian businesses lose access to a major sales channel. Canadians cannot participate in commission-based earning opportunities through TikTok Shop affiliate programs. And aspiring entrepreneurs are denied tools that could help them launch, grow, and compete in the modern marketplace.

This exclusion is unreasonable. Canadians are not asking for special treatment. We are asking for equal access to the same digital earning opportunities available in other markets around the world.

Unlike informal online petitions, an official House of Commons petition must follow Canada’s parliamentary process, including sponsorship by a Member of Parliament and formal review before signatures can be collected.
